I am credibly informed that the large lump
sum ($12, $9, $840. including September's
fee) will be a serious consideration for several of these boys, whose families have incurred heavy losses and expenses through the plague.
There would be some
difficulty in accepting
arrears
from some and foregoing
them in other cases.
A uniform practice will have
to be observed.
If on the opening day
we

we send boys home to fetch $12 (or $9+2) apiece, I fear that many will go to other schools or stay away until February next. In either case the Educational
year would suffer terribly. There would also be a further loss to the Treasury of the fees of the remaining four months of the year, September inclusive, which would amount to more than the arrears.
In such a problematical case, I cannot feel justified in strongly recommending any
course, but it occurs to me
that the Chinese generally would be grateful if His Excellency should see fit to remit to all, the arrears of June and July, and require only a double fee in September,
